According to reports, a bipartisan Senate duo has crafted revisions to the bill's ethics section—a concession originally approved by the Trump administration—in hopes of securing sufficient votes for passage.
Republican Senator Cynthia Lummis has publicly criticized Democratic lawmakers for delays, while a Democratic senator has signaled backing for the bill conditional on the inclusion of law enforcement-related provisions. The banking lobby has reportedly contributed to the legislative slowdown, creating friction between financial institutions and crypto advocates seeking clarity.
Industry leaders have weighed in on the debate. Crypto conglomerate DCG warned senators that failure to pass the Clarity Act risks ceding competitive advantage to overseas regulators in Singapore and the UAE, framing the bill as essential to U.S. crypto sector competitiveness.
