Republican Senator Cynthia Lummis has publicly criticized Democrats for delaying passage, stating the bill could have been approved months earlier. The central point of contention involves revised ethics rules that lawmakers submitted to the White House, indicating disagreement over governance standards within the legislation.
Administration and institutional support for the measure has mounted. Treasury Secretary Scott Bessent invoked Satoshi Nakamoto in urging immediate Senate action, accusing Democrats of holding back the landmark legislation for political reasons. The Major Cities Chiefs Association, a professional law enforcement group, has added its backing to the bill, applying further pressure ahead of the recess deadline.
Financial institutions have begun noting the regulatory uncertainty. JPMorgan stated that deteriorating prospects for U.S. crypto market structure legislation remove a key catalyst for digital assets, even as tokenization and institutional adoption advance in other dimensions.
Oversight and Corruption Concerns Emerge
Senate Minority Leader Chuck Schumer has proposed new government agency legislation intended to address corruption, explicitly referencing disclosure of billions of dollars in crypto earnings made by government officials in 2025, as well as family business ties to foreign governments. The proposal reflects growing focus on conflicts of interest involving crypto holdings among elected officials and their relatives.
