The expansion presents technical and jurisdictional challenges. DeFi vault structures complicate identification of responsible regulated entities, as decentralized protocols lack clear counterparties or operators. This structural ambiguity is expected to make enforcement and rule-setting difficult for EU authorities seeking to apply traditional financial regulation to on-chain lending mechanisms.

The Commodity Futures Trading Commission is advancing enforcement action against prediction market platform Kalshi while the company faces geographic restrictions.
