The Clarity Act, long-anticipated legislation intended to establish settled cryptocurrency regulatory frameworks, has slipped to September 2026, continuing a pattern of delay. Despite the absence of finalized rules, banks are proceeding with cryptocurrency infrastructure development independently, according to analysis from Matter Labs' Vassilis Tziokas. The extended uncertainty creates a de facto advantage for established financial institutions with sufficient resources to build compliant systems unilaterally.
At the state level, California's Senate has passed a bill targeting memecoin issuance by federal public officials, prohibiting the sale of such tokens to state residents and citing conflicts of interest and 'pay-to-play arrangements.' The measure reflects growing concern over political figures' direct involvement in token offerings.
